Executive Summary

The United Arab Emirates (UAE) has rapidly transformed its sustainability landscape, shifting from largely voluntary initiatives in the mid-2010s to a comprehensive, mandatory regulatory regime in 2026. Driving this evolution are multiple national strategies, such as We the UAE 2031 and the Net Zero 2050 Strategy, alongside growing geopolitical ambition and environmental vulnerabilities. The UAE faces acute climate risks, from extreme heat and water scarcity to rising sea levels, which have accelerated investment in food, water and climate‑resilient infrastructure. The UAE has positioned itself as a sustainability leader in the Middle East through initiatives such as COP28 and the UAE Consensus.
