Executive Summary
This report examines why the Middle East, home to more than $2 trillion in Gulf Cooperation Council (GCC) mega-projects through to 2035, remains one of the smallest markets for construction management software (CMS) – and considers what it will take for vendors to change that. Drawing on interviews with regional consultancies, CMS providers and building technology firms, it maps the structure of the regional construction market, the forces accelerating and blocking adoption, and the capabilities buyers actually need. The United Arab Emirates (UAE) and Saudi Arabia together accounted for just $231 million of the $3.9 billion global CMS market in 2024, but Verdantix expects this to more than double to $474 million by 2030, at a 13% CAGR, representing the fastest growth of any country in our model. Today, Oracle Primavera P6 and spreadsheets dominate project controls, and the most widely deployed platforms are used as little more than document repositories. Government digital mandates and giga-project complexity are pulling demand forward, while owner-imposed legacy workflows, data sovereignty rules and digital talent churn hold it back.
